Maureen attended today's commemoration of the bombings in 1974 at the Talbot St Memorial

' . . Speaking at the commemoration, artist and activist Robert Ballagh noted recent moves by Justice Minister Alan Shatter regarding pardons for Irish Defence Forces deserters during World War Two. Ballagh said he welcomed such moves as signs of reconciliation between Ireland and Britain but noted: “Reconciliation is a two-way street.”

He called for pressure to be put on the British Government to release its own files on the attacks, something he has consistently refused to do. . . . .'

'Brother of late Dublin Central deputy says he championed the regeneration of the area'

Friends and former colleagues of the late independent Dublin TD Tony Gregory have stepped up their campaign to have the new Luas bridge over the Liffey named after him.
Dublin Central TD Maureen O’Sullivan, who was elected to Mr Gregory’s former seat in the by-election following his death in 2009, introduced the group at a press event in Dublin today.
Among the supporters were TDs Finian McGrath , Catherine Murphy, Shane Ross, Joe Higgins, Mick Wallace and Thomas Pringle and Senator Terry Leyden.

In response to a Department of Environment Report confirming that more than 90% of private flats inspected by Dublin City Council are unfit for habitation, Maureen O’Sullivan, Independent TD for Dublin Central states ‘I have been raising this issue regularly. It has now reached crisis point.’

‘I have constituents who regularly contact me saying they live in cramped, damp apartments; waste disposal is a huge problem.’

She continues, ‘there are also high numbers of vacant households across the area.’

‘This year marks more than 30 years since the ‘Gregory Deal’, which led to action- a construction programme of adequate social housing, training opportunities & job creation. It is shocking that we are revisiting this type of crisis again in 2013. Austerity measures have led the Government to outsource the housing issue to the private sector while simultaneously cutting rent allowance and other social supports. These circumstances are putting people at greater risk in desperate conditions.’

‘The private sector cannot and is not addressing the social needs for many of these tenants. People are experiencing poverty & unemployment. Some of them have alcohol, drug and mental health issues that require proper supports.'

‘Profit-driven landlords are not the solution, accessible adequate social housing is the solution and this requires an immediate investment of state resources.’

18  April Tony Gregory' A name for new Liffey bridge (Irish Times letter)

Sir, – The Abbey Theatre is seeking 3,000 signatures in support of naming the new Liffey bridge “Abbey Bridge” (Frank McDonald, Home News, April 15th). The national theatre is called the Abbey because it is on Lower Abbey Street, so-called because it was the site of a medieval monastery. What would Abbey bridge commemorate, the monastery or the theatre? I am persuaded however, that the theatre does have a legitimate interest in the naming of the bridge because of its proximity.

I would prefer the bridge to be named the Tony Gregory Bridge after my late brother, who did much for the rejuvenation of Dublin’s inner city.

I can, however, see the merit in calling the bridge “Gregory bridge”. This would satisfy the theatre lobby as it would honour Augusta Gregory, co-founder of the national theatre, of whom WB Yeats wrote: “She had been to me mother, friend, sister and brother, I cannot realise the world without her, she brought to my wavering thoughts steadfast mobility”.

It would also satisfy the feminist lobby as it would be named after a woman. It would equally satisfy the Tony Gregory lobby, by commemorating him in his beloved inner city.

So why not simply call it the “Gregory Bridge” in memory of Augusta and Tony?

Amendment
During yesterday’s report stage debate on the legislation, Minister for Public Expenditure and Reform Brendan Howlin accepted an amendment from Independent TD Maureen O’Sullivan to include the natural environment on the list of good causes receiving funding, which also includes the Irish language, the arts, community health, youth welfare and amenities.

Ms O’Sullivan said the Irish Environmental Network and the Irish Wildlife Trust do important work relating to the maintenance of healthy water and soils and clear air. “If we cannot do that, the current economic recession will be nothing compared to what we will face in a recession affecting the natural environment unless we look after it.”

". . . In his written reply to Ms O’Sullivan, Mr Shatter said the cost of funding the Reception and Integration Agency that oversees the asylum process and pays the providers had dropped 32 per cent in four years to €62 million last year. . . . "

Ms O’Sullivan described the sums paid out as “incredible”. “It is a little difficult to accept that a firm like Mosney can receive such large sums when people are living in these centres for years. There doesn’t seem to be any urgency in dealing with the applications and the delays are unacceptable. I just wonder about the wisdom and the way all of this money has been spent.” . . . "

25 March  Irish Wildlife Trust calls on public to help change animal welfare bill

THE IRISH WILDLIFE Trust (IWT) has called on the public to help change the new Animal Health and Welfare Bill that will be debated in the Dáil on Wednesday.

Independent TDs Maureen O’Sullivan and Clare Daly are set to challenge the bill and propose that exemptions for fox hunting and hare coursing be removed.

The debate in the Dáil will take place at about 12 noon on Wednesday.

" . . . Minister for Justice Alan Shatter highlighted the 74 per cent of laundry residents who were there without State involvement. Independent TD Maureen O'Sullivan had called during justice questions for a dedicated unit within the department to work with Justice for Magdalenes to address all the issues.

Mr Shatter told her it was about examining what was fair. He said nobody would believe someone that the courts had remanded to the Magdalene laundry "and who might have lived in a laundry for two, three or four days should be paid compensation". It was "difficult to talk about these things in this way because it will be portrayed as being unsympathetic", the Minister said. . . ."

". . . . . In response to Dáil questions from Maureen O’Sullivan TD (Independent), Mr Shatter said Judge Reilly’s report, released last October, had identified possible human rights violations involving prisoners as young as 16 in the prison on the Mountjoy site in north Dublin.

Child prisoners

Some child prisoners were being forcibly moved to isolation cells and forcibly stripped, at times with the clothes being cut from their backs by staff using knives, leaving injuries.

This was “degrading and a form of punishment, intimidation and abuse”. One 18 year-old was in a special observation cell on “virtual 24-hour lock-up” for two months.

Ms O’Sullivan said she hoped Mr Shatter was not trying to alter the findings of a committee. “The report should have been published,” she said. . . . . " (Click Title to read full article)

I would like to see the area from the G.P.O, to the Rotunda on Parnell Street (where the surrender took place) and the Parnell monument to be declared a battlefield site and preserved according to international best practice in relation to cultural and historic sites.

It is also impoortant to sustain the Moore St street traders as living part of our city culture
& to acknowledge their presence in this history, before, during and after the 1916 Easter Rising

I have rasied these issue and Dáil replies are also on the website (can be found through search tool on top)

Speaking to Irish Examiner, - Independent TD Maureen O’Sullivan, a campaigner for the Magdalene women,
said Mr McAleese “did get a lot of co-operation from the Government departments and its agencies”
and she believes “the report will be thorough”.

“What the ladies don’t want is yet another delaying game,” said Ms O’Sullivan.
“There is a huge urgency there. They are aged and urgently want an apology for what was allowed to happen to them.
They also need pensions, medical cards, help with housing, and restorative justice.”

06 December Budget 2013 (Further comments)

On Alcohol & Tobacco Excise duties: There has been no real disincentive on Alcohol & Tobacco. Despite considerable evidence of harm to health & enormous health costs, it is very regrettable that dangerous substances have not been tackled with higher excise duties or the introduction of minimum pricing & social responsibility levies mplemented on alcohol sales

On Extra costs: Low income & unemployed groups like some home owners will have increasing debt and demand for extra charges placed on them, as will some parents of older children attending college will have to aditional money, some from families where third level education is being achieved for the first time in their families' histories

On Increase of prescription payments; Concern is expressed that those, such as people with certain phsyical disabilities, reliant on prescribed medicines for relief of pain & other side effects of conditions will have this extra burden of cost. This will be hardest felt by those of lower incomes.

On increases to NAMA social housing proposals & addressing Regeneration: I particularly want to see 'failed PPP' proposals in Dublin Central progressed & developments around social housing need to be focused in the areas where social housing is required.
I 'll be watching these to see whay actually results for people.

Families struggling in communities across Dublin Central will see little real benefits and now being required to contribute more yet again while the quality of services in Health, Education, Social Protection & Justice are further stretched

On Mental Health funding: Welcoming the Mental Health ongoing commitment to ring-fenced €35 million in 2013. It'll be great to see that followed through as real & direct support for people who need it

On Property Taxes: These details of implementation will not see the amounts of taxes collected being fully invested into the local services for some years.
Why has a proposal such as the 1973 Kenny Report recommendation for Site Valuation Tax not been introduced?
Such a meausure would present a fairer means to assess value & as has been shown elsewhere, reduce dereliction/vacancy and the wild swings in property prices which have led to recent and previous property bubbles and inevitable very costly corrections

There is a sense from the last 2 budgets that the Irish solution to our economy is to re-inflate another property bubble to generate more income but to what end?

On Child Benefit: This crude attempt to reduce 'Child Benefit' overall amounts & further promise to redress more difficulty situations by the provision of childcare supports for lower income families & disadvantaged communities may take years & reams of bureaucracy before these extra supports materialise

On Community Employment: Though there are proposed increases in the numbers of CE places and other activation programmes, these places are unlikely to make them anymore accessible for lone parents of whom there are well above national averages across Dublin Central and who previously made great progress through education, training and to employment

On Local Drugs Task Forces: If cuts to local drugs projects are inflated beyond the 5% cut at Department level, communities may see closure of services of up to 20% in their areas. These projects have succesively been cut nearly 20% since 2008

On FATCA: The issue of new arrangements to be commenced with USA on implementation of Foreign Account Tax Compliance Act (FATCA) what further hidden cost to Ireland's sovereignty, integrity and international credibilty may be compromised?


03 December Taoiseach makes commitment to Constitution group (Irish Times)

Independent TD Maureen O’Sullivan said in Irish that the convention launch was a special, important and positive occasion (“ócáid speisialta, tábhachtach, dearfach”).
“We hope that the area of human rights will be considered after the eight enumerated topics have been discussed.”

 Maureen O’Sullivan said:  “It is obvious from our history that care of the child has not been on the agenda and we have the Industrial Schools as a brutal and graphic example.  Then last week we had the very damning report on St. Patrick's Institution. 
I do support the Children's Referendum but it can't be a paper matter only. the resources have to be there for the implementation. 
I have issues regarding the rights of adopted children which I hope the Minister will address in the proposed Adoption legislation.
I have asked her if all children are covered including  unaccompanied minors. 
It is ironic that we are supporting a Children's Referendum at the same time as services to vulnerable children are under threat in the inner city due to cuts to C.E. schemes.
I know many fine social workers who are spending a lot of their time on report writing, instead of on direct contact with young people.
Passing this Referendum is just the first step.

At our group's meeting of Saturday 13th October, Maureen O'Sullivan TD, Councillor Anna Quigley & the Gregory Group
agreed to support the forthcoming Children's Constitutional Rights Referendum.
However in discussions considerable concerns were raised as to whether passing the referendum
will mean real change for all children in Ireland
and that the increased recognition in Children's Rights within the Constitution will have little meaning
if further cuts in resources to services in Health, Education, Community, Family supports
& Social Protection are pursued in the upcoming Budget by the Irish Government.

' . . . . Questioned by TDs Maureen O’Sullivan, Eric Byrne and Senator David Norris about executions in his country, the ambassador said: “Nearly all or most of them relate to drug-smugglers.” He said most of those who were subjected to capital punishment had been convicted of drug-smuggling – “which is not only our problem, it is a world problem”.

"The time “has come for us to rethink our relationship with alcohol”, he said, acknowledging that “Irish people drink in a more dangerous way than nearly any other country” and “ultimately 1.5 million Irish drinkers drink in a harmful pattern”.

'Newly appointed Minster of State Alex White TD' was responding to a motion on addiction services by the technical group. Independent TD Maureen O’Sullivan challenged the new Minister of State and the Government to “take on” the very powerful lobby of the drinks industry and sporting organisations taking their sponsorship. She compared asking drug barons to sponsor sports events with the financial support offered by drinks companies.

Taking what she called an “extreme example”, the Dublin Central TD said “we could ask one of the drugs barons in Dublin or Cork or Limerick would they like to sponsor an event. But yet we ask the drinks industry . . . a much more harmful drug at times, because more people are dying from alcohol-related illnesses than all the other drugs combined”.

Ms O’Sullivan was opening a private member’s debate on addiction services, which urged the State to treat drugs use primarily as a health issue rather than a criminal one and to provide resources for that. The motion also called for the Government to make available some of the assets from the Criminal Assets Bureau to counter the impact of drug-related crime and for the debate to be opened on the decriminalisation of drugs.

The motion from the technical group also called for more residential rehabilitation places for addicts. Ms O’Sullivan said methadone had a stabilising effect but people were being left on it far too long, because “it’s much cheaper to have someone on methadone than to look for the cost to have them in rehab or in a residential centre”. She added that for every person in addiction, “there are at least six to 10 people affected by that addiction”.

" . . . Independent TD Maureen O’Sullivan criticised the treatment of badgers in combating TB and said control measures should not be carried out “through the most barbaric, gruesome and inhumane practice of catching badgers in a snare”. Mr Coveney said “badgers carrying TB are a major contributory factor to the spread of the disease”. He defended the Department of Agriculture’s eradication programme. Ms O’Sullivan also expressed concern about the export of live animals to China, but the Minister said they wanted to export “best practice” and the export of horses to China had been delayed because Coolmore stud was not happy with the current stabling conditions. . . "

'A modern bilingual website for Cape Clear Island was launched with much celebration recently.
 
The Independent TD, Maureen O’Sullivan, and Comharchumann Chléire Teoranta officiated at the Oileán Chléire launch in Club Chléire at the island's scenic North Harbour.
 
The bilingual site has been designed and built by Julian Lucioli and Fiachra Ó Tóirne, both island residents, with financial assistance provided by Leader through Comhar na nOileán.
One of the special features of the site – which is certain to prove a valuable tool in providing regular, up-to-date information to tourists and islanders alike – is the ability to switch from the Irish version to English and vice versa without having to go through the homepage. . . . '

11 June  A statement on Technical Group & Independent TD Mick Wallace

Regarding what emerged in the media last week relating to Deputy Wallace's finances - I object to the term 'vow of silence' being used in relation to the Technical Group. I also very much object to the way some elements in public life and in the media are using this to taint all Independent members of the Dáil - especially when they know what a Technical Group is - a purely technical arrangement to organise speaking time, priority questions, private members, requests for meetings. We do not have policies, we do not have rules and regulations in the way political parties have.  We all work independently of each other. There were times when some members worked together but that was due to their own individual views.

Thursday morning my first meeting was at 8 a.m. followed by other commitments until I went into the chamber at 10.30. I had not seen a paper and had not heard the section of the news relating to Deputy Wallace's finances The first I knew was in. the chamber when I was hearing some comments.
Because of commitments, speaking time and voting the first opportunity for the Technical Group to meet Deputy Wallace was around 1.15. He outlined what had happened. He actually was not under any obligation to do that - again because we are not a political party.
There were other meetings, commitments, speaking etc that afternoon. I left the Dail at 3 to meet constituents, as arranged from the previous week; my phone was off and it was around 5 when I got back to the Dail. I then returned all calls I had received from the media.
It was decided to issue a statement and that was worked on after the evening vote.

I am not joining the calls for him to resign.  It is the essence of democracy that the electorate decide who will be President, T.D., Councillor, M.E.P. and it is the electorate who decide who will not.
A year ago, in spite of pressure from media and others, I  supported the right of David Norris to stand in the Presidential election, that it was up to the electorate to decide which is what happened.

07 June 'Deenihan to move on mergers'

Maureen O’Sullivan said it was “incredulous” that a proposal for a merger could come from the Minister given his support for the State’s cultural institutions.

Criticising the lack of “meaningful consultation” with people in the arts, Ms O’Sullivan said that instead of this being a cultural discussion, “it will be cultural domination”.

She said there was a proposal in 1974 and again in 2008 for the merger of the library and archives and both were rejected because “the disciplines involved are very distinct”. She hoped the Minister would “not dismantle the Cultural Institutions Act 1997, which was driven by our new President”.

Minister for Jobs, Enterprise and Innovation (Deputy Richard Bruton) replied: My Department is responsible for issuing licenses, for exports outside the EU, of controlled goods and technology listed in the EU Dual Use Regulations. No licenses have been issued in the past four years in respect of dual use controlled technology intended for export to Syria.

14 May Independent TDs and MEP call for Fiscal Compact Treaty referendum to be delayed

There are diverse views among the seven parliamentarians about voting intentions but all are agreed that the poll should not go ahead this month.

All referred to the election of new French president François Hollande, with his promise to push for a growth compact, as well as the decision by the German Bundestag to defer its ratification of the fiscal treaty until later in the year.

Maureen O'Sullivan said due to changing political and economic situation in europe it was bordering on the irresponsible for this vote to go ahead.
A deferral will give space for clarification of aspects on both sides.

Maureen said she would be voting No.  She said that her stance was an ideological one and she had opposed Ireland's entry to the EEC in 1973.

17 May Minister says no plans for deployment of additional forces to Syria

Maureen asked Minister for Defence about the security of Irish Troops deployed on peace-keeping in Lebanaon & Syria.

He told Independent TD Maureen O’Sullivan that while there had been a number of security incidents along the northern Lebanese-Syrian border, “this is a considerable distance from the Unifil area of operations”.

Ms O’Sullivan asked about the usefulness of having seven Irish personnel in Afghanistan “when we have two on the OSCE mission in Bosnia and there is a danger of escalating problems arising in Bosnia”.

Mr Shatter said that in parts of the world where very small numbers were deployed, “it is members of the Irish Defence Forces who are in important command positions with regard to missions involving troops from other countries”.

THE DÁIL’S TECHNICAL group, made up of Independent and United Left Alliance TDs, is to table a Dáil motion calling on the government to radically reform the domiciliary care allowance.
The domiciliary care allowance is a monthly payment given to the carer of a child with severe disabilities who requires close supervision or attention.
Many families have encountered significant problems accessing and retaining the allowance since the administration of the DCA was transferred from the HSE to the Department of Social Protection in 2009, the Technical Group said . . . .

Maureen O'Sullivan TD launched our photographic exhibition last night in Connolly House -North Strand. Again it was a joyous occassion with ex-dockworkers and relatives of former dock workers getting a great lift seeing photos of themselves and their loved ones. I would like to thank Maureen for her support and encouragement - she spoke of the need for a dockworkers museum. A special thanks also goes to Blake Hodkinson (Marino College), Roisin Lonergan and her band of helpers from the Five Lamps Arts Festival and to Noel Gregory who spoke of his father Anthony working in the Tea Sheds. Terry McDermott donated photos, articles and her father's 'dockers cattle pass book'
 
The exhibition (40 framed photos + 1,000 photos on a screen) remains on view until 26th April  (Monday to Saturday 10am to 4pm). Next stop liberty Hall 9th May. Please keep those photos coming,    Declan Byrne

I’m very proud of being Irish even though there are so many horrible things that happened and that greed and self-interest drove those.” She adds: “The attitude of Irish people generally, the people I meet, the people I know, is: ‘We’ll get through this’. I was born in the fifties. I came through very difficult times and we didn’t fall into the ocean, we came through them.” She agrees with President Higgins that “the Celtic Tiger has done so much damage in terms of people’s expectations.” The former teacher reflects that she had “immense job satisfaction”, compared to the “uncertainty” that comes with politics. “My biggest fear is that our destiny is not in our own hands,” she concludes. '

THE INDEPENDENT members of the technical group enjoyed a night away in exotic Mullingar recently, where a good time was had by all.
The 11 decamped to the Bloomfield House Hotel for a special meeting to decide who will represent them at Leaders’ Questions in the Dáil. This is a highly prized slot, giving the group’s two designated speakers valuable media exposure.

"I believe in choice in education," she told the Herald.
"I worked in a school with a Catholic ethos, but it certainly was an inclusive school."
Sources told the Herald there are suggestions the Department felt the Marino Institute was "better placed than the NCCA" to develop the action research plan which was a pilot project.

Commenting on reports of widening income gaps in Ireland Maureen said, 'In Dublin Central you see austerity  hitting people disportionately' & she also referenced Brian Harvey's recent report of cuts in community sector. Maureen also raised points on conditions for prisoners in Maghaberry prison in the North. Commenting on Mahon report she recalled Tony Gregory seeking implementation of the 1974 Kenny Report on land specualation & Maureen called for a serious rooting out of corruption to finally get to the bottom of these influences.

Taking part on thje RTE Radio 1 Late Debate, on Wednesday night, below are some of her commkents:
Maureen said on the Anglo-Irish promissory notes that so much of the processes and commentary were undiginified & dishonourable
and so removed from local people, who are finding their lives very difficult.

She raised, in relation to the way that decisions on these notes & payments were made, whether they are even constiutional
She expects on the agreements to be reached that at least there is a delay in the repayments if not something stronger emerges to deal with the massive burdens.

In relation to the lost Government vote at the Oireachtas finance committee
Maureen commented that members of the Dáil Technial group have sought that TDs be given opportunity to voice their own opinions outside of party whips to contribute to more meaningful debate

In calls for increasing transparency of NAMA she asked 'Who's buying the cheap property?' & potential risk of further future crisises
& while in Dublin Central there are responsible landlords, more unscrupulous landlords only interested in collecting rents for profit are not needed.
Maureen commented that communities have good ideas for use of possibly NAMA-owned property for social projects
& suggested that NAMA could support the redvelopment of 1916 battlefield site around Moore St

On prison conditions criticised in recent report Maureen made point that she has called for greater use of community courts  & restorative justice processes and that more needs to be done to remember the diginity of persons within the prison system

Saturday  was the unveiling of the plaque at Summerhill Parade where the
negotiations took place;  the sculptor was Joe Moran from East Wall who
spoke on the symbolism of the open hands and birds, then the unveiling by Noel
Gregory and Tony Hayde.  Fergus and Mick also spoke.  I was the M.C.
on both Friday and Saturday.
I think we remembered Tony and what he achieved in a very poignant, dignified, effective way. 
I hope he would have been pleased.

" . . . Mr Shatter said “there may be a case for tighter requirements specifically in the cash for gold sector”. But he added that the Garda Commissioner had indicated no identifiable rise in crime as a result of the increase in cash for gold trading.

Independent TD Maureen O’Sullivan dispute this. She said that at all community meetings in her Dublin Central constituency an increase in crime was highlighted.

“The commissioner also informed the Minister that cash for gold premises are all visited by the Garda Síochána. Again, I find that very difficult to believe,” she said.

29 February DÁIL INDEPENDENT GROUP WELCOMES DECISION TO HOLD REFERENDUM ON FISCAL TREATY TO GIVE PEOPLE THEIR SAY

The independent members of the Dáil’s Technical Group have today welcomed the joint announcement by Taoiseach Enda Kenny and Tánaiste Éamon Gilmore that a referendum on the European Fiscal Compact Treaty will take place.

The group, which prior to today’s announcement, had committed to doing all in its power to ensure that the people of Ireland would have the final word on whether  this crucial treaty ought to be transposed into Irish law, highlighted the urgent need for a reasoned and balanced debate on the reasons for and against acceding to it.  Furthermore the group has called on all parties concerned to avoid use of the politics of fear in their efforts to sway public opinion one way or the other and instead ensure that a mature and rational debate take place on the implications of the Treaty for the future of the State and its people.

Although the decision and announcement has been welcomed, the group has joined with other opposition groups in criticising the short notice at which the statement was made and at which Deputies were informed it would be made.  An email was circulated to the various whips offices at 14.45, followed by telephone calls to opposition leaders at around 14.50.  This, in spite of the fact that the Taoiseach stated the decision to hold a referendum and to make an announcement thereon had been made hours earlier during the government’s weekly cabinet meeting.

Notwithstanding the late notice, the decision to hold a referendum has been welcomed by the group of Independent TDs.

Deputy Shane Ross (Independent TD for Dublin South), speaking in the Dáil on behalf of the Technical Group in response to the announcement, inter alia, made the following statement,

“I ask the Taoiseach this before he signs up for this deal on Friday: that he looks at one thing and he promises one thing, that there would be a credit write-off for the Irish people as a minimum quid pro quo for this treaty” , in the event that it is ratified.

" . . . Group leader Finian McGrath was joined by Stephen Donnelly, Mattie McGrath, Noel Grealish, Maureen O’Sullivan and Tom Fleming for the occasion. They enjoyed a very nice lunch with the ambassador and gave their views on national and international issues.

There was much talk of inward investment in Ireland, with Kerry’s Fleming and Tipperary’s Mattie making big pitches for their home counties. Deputy Fleming was told that a US delegation was planning a fact-finding trip to Kerry to check out infrastructure and its suitability as a possible location for US investors.

The fireworks came when international issues were discussed. Finian held forth on Cuba and the Middle East, backed up by Maureen, who raised the Shannon troop movement. Then, with the fascinated Ambassador Rooney looking on, Mattie and Noel took up the cudgels against the other two, arguing for the American angle. . . . "

The Minister of Agriculture told Independent TD Maureen O’sullivan that in Britain, which did not cull badgers now but would begin a pilot project in the autumn, the number of reactors had increased from 6,000 in 1999 to 33,000 in 2010. Field trials in badger vaccination were under way and, if successful, they would be incorporated in the eradication programme, Mr Coveney said.

But “it will be some years before the trials are completed and targeted badger removals will continue in the medium term”.. . .

This has been an occasional source of political and linguistic contention -- with two attempts by Fine Gael-led governments during the Fifties to remove them from the song.

Last week the independent TD Maureen O'Sullivan raised the issue again -- asking Michael Noonan whether the use of the phrase 'sinne Fianna Fail' "should be re-translated in order for it not to reflect a particular political party name".

__Technical group TDs Maureen O'Sullivan and Clare Daly wish to outline their intention to introduce an anti-hare coursing Bill in 2012 to protect animals from cruelty in sports and to address a range of on-going animal rights issues. We hope legislation will be passed which will see the end of hare coursing in Ireland and other blood sports.

The Government has continuously declined to state whether hare coursing will be included in the animal health bill. We wish to address this directly in the Bill we are pushing as we are concerned that hare coursing will once again be exempted along with other animal rights abuses.

Hare coursing is dangerous for both hare and dog alike, leading to injuries which cause long term suffering, even to the dog. It is an unnecessary part to sporting events and one which condones violence against animals. The mistreatment to hares extends to the techniques used to collect hares from the wild, training them to run in straight lines on the track, use of weak hares and through the practice of ‘blooding’ which although illegal, still continues today.

These practices uphold a negative cultural attitude towards animals in general and their wellbeing.

Our concern for the animal rights issues has led us to begin pushing for an anti-hare coursing Bill in 2012.

_Independent TDs to call for reform of system that sees political parties recieve €10.7million per year in political funding

In response to criticisms of the €41k annual allowance provided to Independent TDs to conduct research, legislative and parliamentary work, a number of Independent politicians have today reiterated their support for Minister for Public Expenditure & Reform, Brendan Howlin’s plans to change the current provision whereby they are not required to vouch for how it is spent.

However, in addition to supporting the proposed change the group of Independent TDs is calling for the Minister to go further by seizing the opportunity overhaul the entire Political Funding model which sees the four main political parties of Ireland receive €10.7million per year between them.
The current system sees Fine Gael receive €58,735.79 per year and Labour €63,317.54 for each of their 75 and 37 TDs respectively on top of the vast government resources at their disposal.

However, the highest level of funding made available to political parties on a per TD basis is that received by Sinn Féin and Fianna Fáil who get €119,795.09 and €121,683.36 respectively for each of their 14 and 19 TDs on an annual basis.  Arguably this and not the €41,152 per year received by Independent TDs is the best kept secret in Irish Politics.

A spokesperson for the group of independents stated:

“We do believe that there is merit in the provision of a certain degree of public funding to political parties in order to ensure that big business and corporate interests don’t have an undue influence on the policies of those parties but when that funding rises to the heights of €10.7 million per year being divided between four political parties strong questions need to be asked and big changes need to be made.”

The group went on to highlight that in addition to the vast funding provided to Fine Gael, Labour, Fianna Fáil and Sinn Féin political parties each group receives a complement of dedicated Oireachtas paid staff in addition to the personal staffing allowance provided to its members to conduct research, legislative, communications and administrative work that is not provided to Independent TDs whether aligned into a group or not.

“We’re calling on the political playing field to be evened out, for political funding to be reduced, for all political expenses to be vouched, and for parliamentary supports to be standardised for all members.”

A fantastic crowd at DEIS schools protest in Marlbrough street on Thursday, the Minister of Education must listen. There was great support from local communities and communities all across Dublin.

'I support schools calling for reversal of proposed DEIS cuts. These are appalling cuts in teachers and resources for disadvantaged schools in DEIS programme, particularly to the junior schools. Investment through DEIS has made a difference, seen in standardised test results in numeracy and literacy, improved school attendance and more involvement by the parents. It is completely unjust and wrong to remove these hard earned resources.'

Independent TD Maureen O’Sullivan told TheJournal.ie that she hopes the government will reclaim its copyright – which it has held since the Department of Finance acquired it in 1934 – on the anthem, but that it has to be enshrined in law for this to be the case.

“I do hope something will happen that it will be protected,” she said. “The people I had been in touch with about I will be in touch with again.”

“I don’t think it would be difficult,” she said of the process.

Calls on the HSE to lift the moratorium on recruitment in the mental health sector to allow 100 staff to be taken on.

_Minister of State with responsibility for mental health Kathleen Lynch has called on the Health Service Executive to lift the moratorium on recruitment in that sector to allow 100 staff to be taken on. She said the Department of Health had sanctioned the 100 staff last year, but she said the HSE had paused their recruitment.

The minister was speaking after she and four deputies - Joe Costello, Derek Keating, Alex White and Maureen O'Sullivan -visited St Brendan's Hospital in Grangegorman on Thursday morning.

There was controversy recently when five women patients were moved from an open to a closed unit for six weeks due to staff issues.

On Monday, the minister said she had been assured by the HSE that the women would be allowed free movement and would not be locked in.

The minister also said today that she had spoken to the relatives and staff about the issue.

She said that two private operators had offered to house the women in their facilities during the Christmas, but the minister said clinical consideration would have to be given to whether this would cause further disruption to them.

Maureen spoke about the issue with respect to Mental Healh service patients' conditions during the upcoming Christmas. Maureen had raIsed this issue on Marian Finucane Radio show on Sunday (11.40am),
"I too am appalled at the situation in Grangegorman for very vulnerable people and their loved ones. Eleven long-term patients from Unit 3B have been moved. The most focus has been on those who have been moved into Unit O but others have been moved to hostels and other accommodation. The bottom line is the moving of these patients. They are used to their familiar environment and the move is very distressing and disturbing for them. They have mental health issues and I am aware of the Minister of State’s interest in that area.

There are issues for those already in Unit O whose space is being taken over by the new residents and also issues for the residents of Unit 3B. A health and safety issue arises in both areas for both patients and staff and it is also a human rights issue."

17 November Poverty has impact on mental health, says TD

In Irish Times Dáil Report ' , , , Ms O’Sullivan said it was the fault of every government since the State’s foundation that mental health was the Cinderella of the health service.“The Cinderella within the Cinderella is the area of intellectual disability,’’ she added.
She said that one-in-four people would develop a mental health issue at some point in their lives.

"It was disappointing to read an article in Saturday's IrishTimes that all the opposition groups in the Dáil had supported the amendment which is clearly not the case.  The Technical Group expressed their grave reservations and did hold a press conference on the matter.

A NUMBER OF INDEPENDENT POLITICIANS HAVE COME TOGETHER TO VOICE THEIR GRAVE RESERVATION ON THE PROPOSED CONSTITUTIONAL AMENDMENT WHICH WILL COME BEFORE THE IRISH ELECTORATE IN ONE OF THE REFERENDUMS TAKING PLACE ON 27TH OCTOBER. 
The group, which is composed of Independent members of the Dáil Technical Group and the Seanad, while expressing its broad agreement with the spirit of the proposed amendment to empower the Oireachtas to conduct inquiries, has expressed strong concern at the rushed and ill-considered proposal. It will severely damage the current constitutional system of checks and balances if adopted in its current form, they believe. 
In the interest of safeguarding the integrity of the constitution and ensuring that the Oireachtas does not vest in itself powers which are too broad and far-reaching, the group of TDs and Senators is urging a “No” vote next Thursday.

13 October Minister defends Lotto advertising on HSE website in responding to question

THE HEALTH MINISTER James Reilly was responding to a parliamentary question from independent
Maureen O’Sullivan Dublin Central TD, who had asked Reilly if the advertising was appropriate to promote a gambling service on the health service website. Maureen had questioned whether placing ads for the Lotto on the HSE website was appropriate “in view of the rising numbers of those caught in gambling addiction”.
Maureen told TheJournal.ie that gambling addiction was “one of the silent addictions” and that in the current times the HSE needed to be careful with regarded to the messages it sent out. 
National Lottery advertising has been removed from the HSE site, which instead only carried references to the Lottery’s role in fundraising for the service.    Read question & reply in full here

Opening of all weather pitches in Clontarf

Maureen O' Sullivan was there in Clontarf when  Dublin's Lord Mayor Gerry Breen officially opens Dublin City Council's Clontarf Road Sports Pitches at 12 noon on Thursday 28th April.

Lord Mayor Breen said "Dublin City Council worked closely with the GAA, the Dublin County Board and the Department of Sports, Tourism and Recreation to deliver the excellent facility that I am very pleased to open officially today. It's a great resource for Clontarf and the wider area and I would encourage sports clubs and lovers from all over Dublin to use it."

_Dublin’s north inner city has been devastated by the drugs industry and allied to that was and is the number of suicides. It is very significant that some of those are in families who suffered institutional abuse. Read Maureen's comment in the Irish Times here

Opposition TDs demand reversal of Corrib Gas pipeline consents By:  Mayo Advertiser

Up to 20 opposition TDs attended a Dublin Shell to Sea photo-call and press conference on Tuesday at the Kildare Street gates of Leinster House.

The TDs were supporting Shell to Sea’s call for the Fine Gael/Labour coalition government and new Minister for Communications, Energy and Natural Resources Pat Rabbitte to overturn the consents granted by former minister Pat Carey to Shell E&P Ireland on the day of the recent general election.

The consents relate to the onshore section of the Corrib gas pipeline and were issued despite High Court proceedings being initiated by An Taisce and Erris residents against last January's An Bord Pleanála decision to grant permission for this section of the Corrib gas pipeline. However, Sinn Féin’s spokesperson on Natural Resources Martin Ferris TD, has strongly attacked Minister Rabbitte’s refusal to reverse the order. In his reply Minister Rabbitte said that he believed that the consents were valid and hence that “the issue of revocation does not arise”.

Dublin Shell to Sea spokesperson Caoimhe Kerins criticised Pat Carey’s decision to grant the consents. “These consents were issued in a highly dubious manner on the day of the recent general election,” she said. “Pat Carey, who was only in the Department a matter of weeks, had no mandate to issue the consents to Shell. He was a cabinet minister in a government with minority support and it is scandalous that such a major decision relating to the State’s natural resources should be taken in this way.

“It is noteworthy that a number of weeks prior to the general election former Minister for Finance Brian Lenihan postponed the injection of a further €10 billion into Allied Irish Bank, Bank of Ireland and EBS. This postponement was based on his belief that the then Fianna Fáil government had minority support and therefore had no mandate to sanction further bank bailouts.”

Caoimhe Kerins called on the new Minister for Communication, Energy and Natural Resources to overturn the consents issued by Pat Carey and to renegotiate the licensing terms offered to oil corporations. “Shell to Sea is calling on the new minister Pat Rabbitte to overturn the consents issued for the Corrib gas pipeline. This remains an unsafe project and will accrue no benefit to the people of Ireland,” said Ms Kerins.

“The state’s bizarre licensing terms ensures that Shell will pay little or no tax on the estimated €10 billion worth of gas in the Corrib field. The new Minister has an opportunity to lift the burden of cuts being heaped on working people by renegotiating the disastrous licensing terms and using the State’s vast reserves of oil and gas to invest in public services.”

19 March Maureen take part in protest against sending Irish Greyhounds to China

 In light of the publicised plans by the IGB to expand Greyhound Racing to China we must be conscience of the non-existence of any animal welfare legislation in China. 
There must be an assurance from those concerned for the thousands of Irish surplus slow  dogs who would end up discarded if Racing starts in china. These would certainly be utilised  in fur production or food.

‘I’m without a party . . . it’s almost impossible’  How do candidates stay motivated when they know their chances of victory are at best extremely slim?

THERE ARE, it is reckoned, some 35,000 households in Dublin Central. This adds up to a lot of front doors for Paul O’Loughlin of the Christian Solidarity Party (CSP) and his election team of two to knock on during a short campaign.. . . . . . . ..

He struggles to get that far most of the time, though, and can only look on a little enviously as a team of Maureen O’Sullivan’s canvassers sweeps past him down a street he is working one door and leaflet at a time. “She has 100 people working for her seven days a week,” he estimates ruefully. “If I had that many people I’d get in too.” 
Not long afterwards he heads off to work.
